Assessor's Office

The Assessor’s Office is responsible for estimating the market value in use for each parcel of real property in the county. Currently Hendricks County has over 68,000 parcels. The State of Indiana determines the procedures, rules and regulations that all 92 countries must adhere to in the development of estimates of market values in use. The estimate of value in use becomes the assessed value (AV). An assessed value is determined for each parcel on an annual basis. For the year 2015 the assessed value will be as of March 1, 2015. Beginning in 2016, the assessed value will be as of January 1, 2016.

The Assessor’s Office in addition to determining assessed values for real estate, is responsible for the development of Business Personal Property assessed values. Hendricks County has approximately 7,000 business personal property parcels.

Property Tax

The Auditor’s office staff works closely with the Assessor and Treasurer’s office to complete these processes.  Segregation of our duties is determined by law and designed for transparency and fairness.

  • All property tax deductions, including homestead, mortgage, veteran’s, blind & disabled, geothermal and Over Age 65
  • Calculation of all property tax statements for real property, personal property, and mobile homes
  • Correction of errors on all property tax statements and refunds
  • Administration of tax abatements
  • Administration of Tax Incremental Financing (TIF) Areas
  • Semi-annual settlement of all property taxes to the appropriate taxing units
  • Maintains ownership records for all real estate within the county, handling transfers, splits, combining, and annexations
  • Works with Treasurer to hold annual Tax Sale

 

Financial Responsibilities

The Auditor’s staff and Treasurer’s office maintain separate accounting records to ensure proper use of public funds.  All claims for payment are approved by the County Commissioners, while the County Council authorizes the amount of money that can be spent by each department.

  • Payroll for all county employees is done by the auditor’s office
  • Withholding and payroll deductions
  • Maintains over 500 fund ledgers and drain maintenance ledgers
  • Accounts Payable – auditing and processing all claims submitted by departments
  • Accounts Receivable for all types revenue
  • Preparation of W-2’s and 1099’s
  • Annual report and fixed assets
  • Secretary to County Commissioners and County Council
  • Official keeper of minutes, ordinances, contracts, and bonds
  • Administration and reporting of all county grants
  • Preparation of Salary Ordinance
  • Distribution of all other taxes, including: Adjusted Gross Income Tax, Economic Development Income Tax, Wheel  and Sur Tax, Excise Tax and Financial Institution Tax

 

 

Child Support Division

The Child Support Division is part of the County Prosecutor's Office. It was established pursuant to Title IV-D of the Social Security Act in order to provide child support and paternity establishment services. Mandatory participation is required of parents whose families receive TANF or Medicaid. However, services are available to all parents whether they are receiving these public benefits or not.  We have approximately 3,000 cases.

The Hendricks County Child Support Office provides the following services:

  • Establishing paternity
  • Establishing and enforcing support orders.
  • Establishing and enforcing medical support orders.
  • Locating absent parents.
  • Reviewing and modifying support orders.
  • Collecting current and past due support.

County Commissioners

The Hendricks County Commissioners are the chief executive and the legislative body of county government.   County Commissioners are a three (3) member board elected to four (4) year term and the terms are staggered. The Commissioners represent three separate districts (in which they reside) but are elected by the voters of the entire County. The Hendricks County Commissioners have a wide range of executive and administrative authority. Among the duties and responsibilities are the following:

  • Develop and adopt policies, resolutions and ordinances governing the unincorporated areas of Hendricks County and the functions of County government.
  • Receive bids and authorize contracts.
  • Control, maintain and supervise all county property including but not limited to the court house, the government center and the jail.
  • Audit and authorize claims against the County.
  • Authorize the construction and the maintenance of roads and bridges including those bridges within the town boundaries.
  • Lead the development of economic development projects and programs to attract and retain jobs in Hendricks County.
  • Lead a number of departments directly reporting to the Commissioners including the following: Human Resources, Highway, Engineering & Facilities Management, Cypress Manor (County Home), Veterans Services, Computer Center, Animal Shelter & Control, Emergency Management, Weights & Measures and Clean Water.
  • Serve with the county surveyor and two citizen members as members of the County Drainage Board.
  • Serve as the board of directors for the Hendricks County Regional Sewer District.
  • Serve on the Hendricks County Solid Waste District Board.
  • Approve the issuing of bonds or notes in connection with borrowing money for the county (subject to approval of the county council).
  • Make appointments to boards, commissions and other agencies, as provided by law.
  • Serve on numerous service and civic boards in the County.

Engineering Department

The Engineering Department, in conjunction with the Highway Department, has responsibility for the design, construction, and maintenance of County owned assets including roads, bridges, and County-owned buildings.  In addition to those functions, it administers Hendricks County’s GIS program, and all plats and subdivisions to be recorded are submitted through the Engineering Department. The Engineering Department assists with drainage issues throughout the County, as well as participating in the review and approval of plats and subdivisions with the Planning and Building Department.

Facilities Management

The Facilities Management Department reports to the Board of Commissioners for Hendricks County. The Facilities Management Department is responsible for the planning and execution of all activities related to the maintenance, renovation, new construction, energy management, life safety, custodial, and grounds keeping services of all designated County buildings and properties.

Mission Statement

The Facilities Management Department serves the citizens of Hendricks County by providing professional facilities services and cost effective stewardship of the County's physical assets in support of the County's goal to provide public services in a well-maintained, safe, effective and comfortable environment.

Highway

The Highway Department is responsible for maintaining 772 miles of roadway, 239 bridges, and over 900 culverts. Our jurisdiction is all roads outside of Town or City boundaries that are not State or Federal highways.
