The Assessor’s Office is responsible for estimating the market value in use for each parcel of real property in the county. Currently Hendricks County has over 76,000 parcels. The State of Indiana determines the procedures, rules and regulations that all 92 countries must adhere to in the development of estimates of market values in use. The estimate of value in use becomes the assessed value (AV). An assessed value is determined for each parcel on an annual basis.  The Assessment date is January 1st of every year.

 

The Assessor’s Office in addition to determining assessed values for real estate, is responsible for the development of Business Personal Property assessed values.  Hendricks County has approximately 7,000 business personal property parcels.

IMPORTANT INFORMATION FROM THE COUNTY ASSESSOR

Notice of Assessments for 2023 real property will be mailed on April 26th.

THIS IS NOT A TAX BILL

This is an annual assessment notice for 2023 payable 2024 taxes.  The amount of taxes due in 2024 cannot be calculated until tax rates are established.

Annual assessments are based on current market value.  To learn how your property is valued, refer to your specific property type below for more information. 

  • Residential (Homestead) Properties: As required by Indiana Code, your assessed value was calculated using the information listed on your Property Record Card (PRC) and comparable sales in your market area between January 1, 2022 and December 31, 2022.  The median assessment increase, county wide is 10%.  Please help us ensure the accuracy of your assessment by reviewing your property record card and comparable sales in the market area/neighborhood.   Use the QR code on the front of the form to review your PRC.  Also from this Beacon landing page, click on Comp Search at the top of the page, to search comparable sales.  Make sure to indicate the Sale Date to be 1/1/2022-12/31/2022. 
  • Residential Rental Properties: Market rents and the Gross Rent Multiplier (GRM) were updated for 2023.  Rental properties will always receive the lowest value, whether that is the cost approach or the GRM.  If we did not receive the requested Rental Data Worksheet for your rental property, we would value the property strictly at the cost approach.  As required by Indiana Code, if you wish to have your property valued using the income approach, you must submit your lease information and complete a Rental Data Worksheet.  This form is available at co.hendricks.in.us/assessor under the Forms tab on the left side of the page. 
  • Commercial & Industrial Properties: Commercial and Industrial properties are typically valued using the cost approach and trended annually.  If you wish to have your property valued using the income approach, you may be required to provide supplemental information for your property.  Contact the Commercial Dept at (317) 745-9419 or email tbutler@co.hendricks.in.us.

Cyclical Reassessment Information:  The purpose and goal of Cyclical Reassessment is to ensure that every parcel is assessed as equitably, accurately, and as fairly as possible.  We do this by researching, reviewing, and reassessing 25% of the county parcels annually, as required by Indiana Code.  This includes completing physical inspections or aerial reviews for outside changes to the parcel.  Permits are reviewed, as well as research of homes that are currently listed for sale, have previously sold, or have expired listings.  You may find the market area and year in which your property is scheduled for reassessment at www.co.hendricks.in.us/assessor, by clicking on Cyclical Reassessment on the left side of the page.

Property Tax

The Auditor’s office staff works closely with the Assessor and Treasurer’s office to complete these processes.  Segregation of our duties is determined by law and designed for transparency and fairness.

  • All property tax deductions, including homestead veteran’s, blind & disabled, geothermal and Over Age 65
  • Calculation of all property tax statements for real property, personal property, and mobile homes
  • Correction of errors on all property tax statements and refunds
  • Administration of tax abatements
  • Administration of Tax Incremental Financing (TIF) Areas
  • Semi-annual settlement of all property taxes to the appropriate taxing units
  • Maintains ownership records for all real estate within the county, handling transfers, splits, combining, and annexations
  • Works with Treasurer to hold annual Tax Sale

Financial Responsibilities

The Auditor’s staff and Treasurer’s office maintain separate accounting records to ensure proper use of public funds.  All claims for payment are approved by the County Commissioners, while the County Council authorizes the amount of money that can be spent by each department.

  • Payroll for all county employees is done by the auditor’s office
  • Withholding and payroll deductions
  • Maintains over 500 fund ledgers and drain maintenance ledgers
  • Accounts Payable – auditing and processing all claims submitted by departments
  • Accounts Receivable for all types revenue
  • Preparation of W-2’s and 1099’s
  • Annual report and fixed assets
  • Secretary to County Commissioners and County Council
  • Official keeper of minutes, ordinances, contracts, and bonds
  • Administration and reporting of all county grants
  • Preparation of Salary Ordinance
  • Distribution of all other taxes, including: Adjusted Gross Income Tax, Economic Development Income Tax, Wheel  and Sur Tax, Excise Tax and Financial Institution Tax

VOTER REGISTRATION/ELECTION INFORMATION

The Hendricks County Commissioners are the chief executive and the legislative body of county government.   County Commissioners are a three (3) member board elected to four (4) year term and the terms are staggered. The Commissioners represent three separate districts (in which they reside) but are elected by the voters of the entire County. The Hendricks County Commissioners have a wide range of executive and administrative authority. Among the duties and responsibilities are the following:

  • Develop and adopt policies, resolutions and ordinances governing the unincorporated areas of Hendricks County and the functions of County government.
  • Receive bids and authorize contracts.
  • Control, maintain and supervise all county property including but not limited to the court house, the government center and the jail.
  • Audit and authorize claims against the County.
  • Authorize the construction and the maintenance of roads and bridges including those bridges within the town boundaries.
  • Lead the development of economic development projects and programs to attract and retain jobs in Hendricks County.
  • Lead a number of departments directly reporting to the Commissioners including the following: Human Resources, Highway, Engineering & Facilities Management, Cypress Manor (County Home), Veterans Services, Computer Center, Animal Shelter & Control, Emergency Management, Weights & Measures and Clean Water.
  • Serve with the county surveyor and two citizen members as members of the County Drainage Board.
  • Serve as the board of directors for the Hendricks County Regional Sewer District.
  • Serve on the Hendricks County Solid Waste District Board.
  • Approve the issuing of bonds or notes in connection with borrowing money for the county (subject to approval of the county council).
  • Make appointments to boards, commissions and other agencies, as provided by law.
  • Serve on numerous service and civic boards in the County.

The Engineering Department, in conjunction with the Highway Department, has responsibility for the design, construction, and maintenance of County owned assets including roads, bridges, and County-owned buildings.  In addition to those functions, it administers Hendricks County’s GIS program, and all plats and subdivisions to be recorded are submitted through the Engineering Department. The Engineering Department assists with drainage issues throughout the County, as well as participating in the review and approval of plats and subdivisions with the Planning and Building Department.

The Facilities Management Department reports to the Board of Commissioners for Hendricks County. The Facilities Management Department is responsible for the planning and execution of all activities related to the maintenance, renovation, new construction, energy management, life safety, custodial, and grounds keeping services of all designated County buildings and properties.
