The Hendricks County Sheriff’s Office only accepts employment applications through Policeapp.com.  https://www.policeapp.com/Indiana-Police-Jobs/.  There is no application fee to apply.  After the close of applications, a written test will be administered through EMPCO.  There IS a fee to take the EMPCO Corrections Exam, but the results may be accepted by all participating Sheriff’s Offices in Indiana. 

Captain Fulwider and Lieutenant Tyree head the Investigations Division. There are 7 detectives, 2 narcotics investigators, 3 evidence technicians / crime scene investigators and an administrative assistant assigned to the division.

The Investigations Division works all types of crimes; theft, burglary, homicide, battery, criminal mischief, drug enforcement, sexual crimes, fraud, harassing communications and juvenile matters. The Investigations Division  follows up on reports taken by the uniform division. The investigations division is also responsible for maintaining and registering the county’s convicted sex offenders. 

Brianna Gibbs, Kaylene Arnold and Kelsea Hardin is the ILEA certified evidence technicians / crime scene investigators. The crime scene investigator photographs the crime scene and gathers evidence at the crime scene. The evidence technicians are also responsible for the daily operation of the property room.

The Child Support Division is part of the County Prosecutor's Office. It was established pursuant to Title IV-D of the Social Security Act in order to provide child support and paternity establishment services. Mandatory participation is required of parents whose families receive TANF or Medicaid. However, services are available to all parents whether they are receiving these public benefits or not. We have approximately 3,000 cases.

The Hendricks County Child Support Office provides the following services:

  • Establishing and enforcing support orders.
  • Establishing and enforcing medical support orders.
  • Location of non-custodial parents.
  • Reviewing and modifying support orders.

Hendricks County Area Plan Commission rules for public hearings;

  • During the public hearing portion of the meeting, speakers must give a name and address at the podium and speak for no more than 3 minutes, or up to 10 minutes if representing a group.
  • Comments by remonstrators shall be directed to the Commission and not to the applicant or any other person.
  • Discourteous, disorderly or contemptuous conduct shall be regarded as a breach of courtesy. The President may order that person expelled from the meeting.
  • We ask that comments not be repeated, including reciting previously received written comments. We ask that speakers present only new information.
  • Every person appearing shall abide by the directions of the President of the Plan Commission.
  • Once all testimony is taken, the public portion of the hearing is closed, and no further testimony will be taken.
  • The Petitioner will have the opportunity to respond to remarks made by remonstrators and answer additional questions from the Commission.
  • The Commission may ask questions at any time.

Step 1:  Find the submittal date based on when you plan to attend the Drainage Board Meeting.

  • Please see the Schedule for all meeting dates and deadlines.

Step 2:  Submit project documents via OneDrive by the deadline.

  • Please request a OneDrive link if needed.
  • Also, forward separate identical copies to Christopher Burke Engineering.
  • Both submittals must include the following:
    • Plans (plats must include a drainage statement)
    • Project Forms Packet of the Primary and/or Secondary application
    • Drainage Report

Step 3:  Determine fees due and submit payment by the deadline.

Step 4:  Attend the Drainage Board Meeting.

  • A representative must attend the meeting to present the project for approval. Failure to attend will result in a continuance to the next month.

Step 5:  Submit revisions and pay additional fees if required.

  • Revisions must be submitted by Tuesday following the TAC meeting.
  • Submit copies to Christopher Burke Engineering.

Step 6:  Submit as-builts when the project is complete.

  • All projects submitted to the Planning & Building Department are required to go before the Drainage Board.
  • Projects located within the corporate limits of cities/towns may not require Drainage Board approval. Please reach out to the POC for guidance.

Since 1868, Hendricks County has provided a home for its citizens in need. Originally a working farm, the "County Home" gave shelter to the residents as well as a means to give back to the citizens through products raised on its grounds. Growth has since required that land to be used for public buildings. However, the residence maintains much of its original timeless architectural beauty, and the citizens of Hendricks County continue to demonstrate their concern for the needy today as they did nearly 150 years ago.

The Hendricks County Administrative and Plat Committee is a subcommittee of the Plan Commission. Its job is to handle certain classes of routine, noncontroversial cases (such as minor plats, secondary major plats, and secondary development plans) for the Plan Commission so it can concentrate on important issues of planning and zoning in the county.

The Environmental Health Division provides public education and administers environmental programs by local ordinance enforcement, complaint investigation, permitting, and routine inspection. The main programs include sewage disposal, retail food, drinking water wells, vector control, solid waste, recreational waters, and temporary campgrounds. Property development plans are reviewed to ensure protection of Hendricks County's natural resources and to guide long term planning with attention to adequate sewage disposal and a safe water supply.

The Hendricks County Health Department fosters health promotion, disease prevention, and a safe environment for the citizens of Hendricks County.

Captain C. Evan Love is the Division Commander and Lieutenant Kyle Noel is the Assistant Division Commander of the Enforcement Division. There are 44 merit deputies, and 4 reserve deputies assigned to this division. 

The primary role of the Enforcement Division is one of pro-active patrol for crime prevention. Uniform deputies are first responders to all reported criminal activities, ranging from calls that may be as simple as theft and trespassing runs to major events such as murder, suicide, rape and child molestation. Because of the varied nature of their responsibilities, they must be proficient in many areas of investigation. It is the policy of the Division to provide in-service training as time and staffing permit.

In addition to responding to reports of criminal activity, deputies also are required to investigate all traffic crashes where there is a reported injury or where property damage totals more than $2,500. A two man “Accident Reconstruction Team” from the Division is called on to investigate all fatality crashes. 

Another specialized unit within the Division is K-9. Four deputies are trained in handling the Department’s four dogs. These animals are trained in search, apprehension, and drug recognition methods. They are often called upon to search for suspects who have fled on foot from crime scenes as well as to perform searches of vehicles and homes where suspected controlled substances may be hidden. They are also utilized to locate small children or the impaired elderly who have wandered away from their residences. 

The Emergency Response Team (ERT) consists of the Team Commander, Entry Team Leader & Team members, Medic, Sniper, and Negotiators. This unit is called upon to perform high risk warrant service, barricaded suspect situations and hostage taking scenarios. The goal of this unit is always the peaceful resolution to the situation. This team is equipped with specialized lethal and non-lethal weapons.

The Hendricks County Area Board of Zoning Appeals hears requests for special exception land uses in the zoning ordinance (land uses that require a public hearing to ensure compatibility with surrounding land uses), and variances from zoning ordinance development standards (such as minimum lot size, building setbacks, and minimum landscaping requirements). The Board also hears appeals from citizens who disagree with an administrative decision of the Planning & Building Department. The Board’s jurisdiction is the unincorporated county and the towns of Amo, North Salem, Coatesville, and Stilesville.

The County Health Officer is responsible for the protection of the health of the citizens within Hendricks County and is the designated officer, under the laws of the State of Indiana, which governs the organization and operation of the Hendricks County Health Department. His duties include enforcing all applicable public health laws, ordinances and regulations relating to the position and providing public health guidance to the various divisions of the department.

Dr. David Stopperich is a board certified Family Practice Physician, practicing in Lizton, Indiana. He was appointed Hendricks County Health Officer in 2014. In addition to his duties as health officer and family physician, he is also the Medical Director for Partners in Care and is a Wellness Clinic Physician through Hendricks Regional Health. He serves on the Hendricks Regional Health Foundation Board and volunteers as a softball coach for the Avon Junior Athletic Association.

  • Property values are adjusted or trended (the adjustment can be positive or negative) on an annual basis to bring them closer to market value-in-use.  The assessing official uses sales of properties in a neighborhood, area or class of property from the previous 12-14 months to determine the adjustment factor.

  • Trending occurs every year.

  • The assessment date and the valuation date are both January 1 of a given year.

  • Real property is valued taking into account its physical characteristics and condition and the market in existence on the assessment date.  This value is trended to reflect the property's market value-in-use on that date.

  • "What would a potential buyer have paid on the assessment/valuation date for the property as it physically looked given the market conditions that existed on the date?"

Mission Statement:

It is the mission of the Hendricks County Jail to provide a safe, secure and constitutional detention facility in the most respectful, professional and fiscally responsible manner possible.


Division Overview:

Captain Josh Watts is the commander of the Jail Division. There are currently 57 jail deputies assigned to the Division.  All jail deputies are vested with the necessary special deputy powers to enforce the provisions of state law, pursuant to Indiana Code 36-8-10-6, and to perform all other duties imposed upon them by the Sheriff of Hendricks County, Indiana.  The division operates within the newly built, state of the art Hendricks County Jail.

The Jail Division is responsible for the safety and security of the jail and its inmate population.  Jail deputies ensure the safe, secure, and humane custody of all individuals legally detained while awaiting the conclusion of their criminal proceedings.

 The Jail Division is responsible for all inmate transports, in and out of state, and operates a transport unit within the Division. Another specialized unit within the Division is the special response team (SRT).  The SRT is a rapid-response team of specially trained jail deputies who respond to incidents in the jail, including but not limited to, housing disruptions and group demonstrations within the facility, violent offenders, cell extractions, contraband location, and mass searches.  The SRT is equipped with non-lethal weapons and enters every incident with the goal of resolving each situation using the least amount of force necessary.

The jail division provides deputies with opportunities for promotion, along with yearly in-service training and additional training options to support ongoing professional growth and certification.


Prison Rape Elimination Act (PREA):

 NO RECORDING DEVICES, CELL PHONES OR CAMERAS ARE ALLOWED IN THE VISITATION AREA OF THE JAIL.  PLEASE LEAVE THESE ITEMS IN YOUR VEHICLE.  

 NO FLASHING OR OBSCENE BEHAVIOR WILL BE TOLERATED.  ANY VISITOR FOUND TO BE IN VIOLATION WILL BE BLOCKED FROM ALL FUTURE VISITS.

Each visitor must register for a visitation account.  During a visit, the visitor and the inmate must be logged in to the system under their individual credentials.  No sharing visits by visitors or inmates.

Professional Visitors:

Professional visitors may be approved and shall be required to provide authorized credentials.  Professional visitors may visit at any reasonable hour, except between the hours of 11:30 a.m. to 1:00 p.m., 4:00 p.m. to 6:00 p.m., and not after 11:00 p.m. or before 8:00 a.m. Visitation hours may be restricted by the Jail staff should circumstances warrant such restriction.


Inmate’s use of Telephones: 

Inmates now utilize HomeWav Voice through the video visitation systems to place regular phone calls.  The phones are available in their housing areas daily from 8:30 a.m. to 11 p.m. HomeWav Voice cannot call pagers, internet phones, etc. The jail no longer sells phone cards in the lobby or on commissary.  Money can be added to the inmate’s phone account through www.homewav.com utilizing the "Deposit Funds NOW!" button at the top of the HomeWav webpage.  All new inmates receive $2.00 free phone credit to use for HomeWav Voice system to place phone calls.

New inmates are provided opportunity to use the telephone after processing and during each 8-hour shift while in Holding pending court arraignment and classification to a housing unit. No phone calls are offered between Midnight 12:00 a.m. - 6 a.m. to inmates housed in Holding.

Sheriff and Jail Staff can only deliver verifiable emergency telephone messages. Jail Supervisor will verify thru Hospital, Coroner, and Funeral Home etc.

Library Books: 

No books will be accepted at the Hendricks County Jail unless mailed from a bookstore or a publisher. 

 


Bonding:

Bond information can be obtained by calling the Jail at (317)-745-9332; 24 hours daily.

 

Commercial Bonds:

Commercial Bonds require an indemnifier (co-signer) and a bondsman who receive a nonrefundable 10% of total bond from indemnifier. Acceptance of Cash, Check, and Money Order, credit card or any kind of collateral is at the sole discretion of the Bondsman. Anyone wishing to post a commercial bond must contact a bondsman of their own choosing; the jail staff can’t contact bondsman. Out of state, non-Indiana inmates may require 110% collateral to bondsman. Open Court Bonds may require appearance in court of defendant, indemnifier and bondsman. Bondsman can make arraignments with court to schedule appearance for open court bonds.

Cash Bonds:

Cash bonds are 100% of amount and require an indemnifier but don’t require a bondsman. Jail Staff will complete cash bond forms and direct indemnifier to Clerk’s Office for payment and indemnifier returns to jail with receipt.   After business hours, on weekends and Holidays the jail will complete cash bond forms and accept money orders made payable to either the Hendricks County Clerk or Plainfield Town Clerk or Brownsburg Town Clerk.

An Inmate can, without notice, be released time served or by Court Order and/or transported to other agencies. Transport information will not be released for security/safety reasons.

 


Commissary Funds:

We do not accept any money orders, cash or checks through the mail.

Commissary is issued twice weekly on Tuesday and Thursday.  Ordering is on Monday and Wednesday up to 4 pm.  If an inmate is released or transferred before the commissary is issued, it will be credited and the money put back on his/her account.

A lobby Kiosk is available at the Jail Entry 24 hours a day to deposit money to an inmate account.

Vehicle Tow Impound:

Vehicle tow-in information (provided the Hendricks County Sheriff’s Office is the arresting agency) can be obtained from the Administrative Office at (317) 745-6269 during business hours or the jail after hours. Otherwise, Vehicle Releases must be obtained from the appropriate arresting agency.

Vehicle Releases are provided to the registered owner(s) ONLY. However, if the registered owner is incarcerated, Vehicle Releases can be obtained by acquiring a notarized statement from the Inmate releasing the vehicle to an authorized person. Please contact the Jail Staff or the Sheriff’s Staff for this form.

 


 

Inmate Medical:

The Hendricks County Jail provides medical care with Physicians and Registered Nurses through a licensed health care provider. Sick call for inmates is available daily (scheduling varies.) There is a $10.00 co-pay for doctor visits, and nurse sick calls, $10.00 medication co-pay. Dental care is provided within the facility. Dental care is provided for extraction and infection control. There is a $10.00 co-pay for dental visits.  Inmates will be assessed a $10.00 fee for all labs and x-rays.

While incarcerated; the inmate is under the care of the jail physician, who will insure medical care is provided.   Medication/Prescription refills may be brought in for authorization by the jail physician. If approved, they will be given in accordance with jail physician’s order. Emergency care is provided 24 hours daily 7 days a week at Hendricks County Community Hospital.         

Information regarding an inmate’s medical status can only be released through proper medical channels with HIPPA Form authorization (doctor’s office, hospitals, etc.) Information can’t be released to family members or friends.

Dietary Requirements:

Any necessary dietary requirements must be directed to the attention of the Jail and Medical Staff. These special dietary requirements are reviewed and prescribed by Jail Physician and/or approved by Jail Commander and Kitchen Manager/Dietician.

INMATE CLOTHING ITEMS:

No clothing items are permitted to be sent through the mail or dropped off for any inmate. Any clothing outside of state issued shirt and pants, and what is allowed to be kept at time of incarceration, must be purchased from the facility commissary.

          • Clothing for court appearances is exempt from this policy. Arrangements must be made in advance of drop-off.

The staff at Victim's Advocates is available to assist all victims of crime. We serve as a liaison between the Prosecutor's Office and local law enforcement agencies, providing case updates and further information.

We also make referrals to different agencies in an effort to ease the pain of either a personal or property crime. Referrals can be made to Sheltering Wings Women's Shelter, child abuse services, homeless shelters, and a variety of other community resources.

The staff at Victim's Advocates is a friendly ear to listen to the problems that victims are having and provide them information and guidance through the criminal justice system. There are no fees for our services.

Can the Surveyor’s Office survey my property?

The Hendricks County Surveyor's Office does not perform private surveys. For this service, a private, professional surveyor is recommended. A list of surveyors in the area can be found here or sent via email. Please call our office at 317-745-9237 to request the list.

How much does a land survey cost?

Surveys vary widely in cost depending on their complexity and location. The best way to determine survey costs is to contact a private surveyor. If you’re not sure what kind of survey you need, please refer to the table below for guidance.

What are the different types of land surveys?

Type

Purpose

ALTA/NSPS Survey

Provides a title company and/or lender with detailed boundary survey, improvements on site and utility location data and information in order to issue an insurance policy; comprehensive and generally costs more

Boundary Survey

Locate and/or set new boundary corners of a parcel of land based on deeds and other information; often used for fence installations and establishing original or new boundary corners and lines

Construction Survey

Locates existing structures and newly proposed improvements on a property; provides a base for implementing development plans

Surveyor Location Report

Provides information on the location of interior improvements- this is NOT a boundary survey and no corner monuments are set; primarily used for residential loans.  Cannot be used to establish property lines for fence construction

Plot Plans

Combines various features of the land including topography for design purposes to receive any permits from the county including residential house, septic and pond permits

Subdivision Survey (a.k.a. partition survey)

Divides a parcel of land into smaller tracts or lots; can be used to design related infrastructure such as streets and drainage

Topographic Survey

Locates all topographic features including man-made; typically used in planning stages of site improvements and developments

Route Survey

Performed for long narrow strips of land usually for roads, pipelines, etc.

 

I need a copy of my legal description, deed, or survey. Can I get these from the Surveyor’s Office?

A copy of these documents, if recorded, can be found at the Hendricks County Recorder’s Office at 355 South Washington Street, Danville, IN 46122. The Recorder’s Office can be reached by phone at 317-745-9224.

I know my property has been surveyed, but a survey isn’t available at the Recorder’s Office. Does the Surveyor’s Office have a copy?

The requirement for surveyors to record a boundary survey was instituted by law in 1988. All boundary surveys performed by a professional land surveyor before this time is likely not recorded. If a copy of a boundary survey performed after 1988 is not recorded in the Hendricks County Recorder’s Office, then you will need to contact the professional surveyor who performed the work to get a copy. Typically, only Boundary Surveys, ALTA/NSPS, and Route Surveys are required to be recorded.

Please note that Surveyor Location Reports (SLR or mortgage surveys) completed during real estate transactions are not required to be recorded since they are not a boundary survey.  Neither the Surveyor’s Office nor the Recorder’s Office maintain copies of unrecorded surveys or Surveyor Location Reports. To obtain a copy of an SLR/mortgage survey, you will need to contact the title company involved in the real estate transaction.

 


DRAINAGE     

I’ve heard that the Surveyor’s Office handles drainage. What does this mean?

Per Indiana Code, the Hendricks County Surveyor’s Office/Drainage Board has jurisdiction over certain stormwater drains within the county. These drains, called legal or regulated drains, are open, tiled, or a combination of the two (Indiana Code 36-9-27-2). They are located throughout the county- within rural areas, subdivisions, commercial/industrial sites, and cities and towns. To view a map of our drains, please visit our County GIS Website (Beacon) and refer to the layers menu on the left.

Go to the “Surveyor” layers and check the box for “Legal Drains.”

Subdivisions containing legal or regulated drains are shown under the layer “Regulated Drains.”

How are legal drains established?

While some legal drains were established by courts many years ago, newer drains are established through petitions to the Hendricks County Drainage Board. Once petitioned, the Drainage Board may establish a drain and assess a fee for applicable parcels based on the management costs of the drain over a certain period.

How is drainage managed?

Management of legal drains and their easements includes removing obstructions (debris, structures, etc.), repairing damages, and performing preventive maintenance to ensure proper water flow. The Surveyor’s Office/Drainage Board is only responsible for maintaining legal (regulated) drains; we do not govern private drainage systems.

Roadside drainage is usually managed by the Highway Department or local entity depending on your location. The County Highway Department can be reached at 317-745-9227. If you know you are within the corporate limits of a town and have drainage issues with your roadside ditch, please contact the town first.

How can I request assistance with drainage issues?

To request assistance with drainage issues, you’ll want to contact the correct authority. Generally, drainage responsibilities fall under one the following authorities:

  1. County- For properties on legal drains only. If you don’t know if you’re on a legal drain, please call our office at 317-745-9237.
  2. Town/City- For most properties within the corporate limits of a town or city. (Call your local entity.)
  3. HOA- For properties within managed subdivisions; may reside within County jurisdiction or within corporate limits of a town/city. (Call your HOA.)
  4. Property Owner- If the drain is not regulated by the County and the property is not within the corporate limits of a town/city or a managed subdivision, property owners are responsible for drainage issues.

EASEMENTS  •  RIGHTS OF WAY

Where can I find information on easements?

If you know which entity was granted the easement, they are the best source for information. To find the type of easements on your property, you can contact the Hendricks County Recorder’s Office or your local entity to inquire about easement documents, plats, surveys, or development/construction plans. If you cannot obtain such documents, title insurance companies may be able to research easement locations and details, though the service is usually not free.

Where can I find information on Rights of Way?

The Hendricks County Engineering Department manages information on rights of ways within the county jurisdiction. To contact the Engineering Department, please call 317-745-9236. For information on rights of way within towns and cities, please contact the applicable town or city.

 


NEIGHBOR CONCERNS

My neighbor has built a structure on my property. Can the Surveyor’s Office assist with this?

The Surveyor’s Office does not settle or investigate property line disputes for private parties. Such disputes are considered private civil issues, which may require assistance from a lawyer.

My neighbor removed or displaced my boundary survey stakes. Are they allowed to do this?

The intentional removal, destruction, or displacement of boundary markers and monuments established by survey is unlawful; however, these occurrences are private civil issues that may require assistance from a lawyer. The Surveyor’s Office cannot offer legal advice or investigate any occurrence that doesn’t involve a Hendricks County Surveyor’s Office monument.

My neighbor has altered their property, and I now have drainage issues. What can I do?

The Indiana courts maintain the doctrine that “water is a common enemy.” This means that a property owner can use his/her property in any manner if they do not violate planning or zoning ordinances, and they do not channelize collected water to an outlet at the property line. This means that you, or your neighbor, cannot change the water patterns at the property line to negatively impact a neighbor’s property. 

Please note that this violation is a civil matter and is not under the jurisdiction of the Hendricks County Government. Only the courts can adjudicate this type of situation. Ultimately, an attorney would be required to advise you of your options to remedy this type of situation.

What is Illicit Discharge?

Spilling, dumping, or discharging chemicals, dirt, debris, oil, or other non-stormwater substances into county ditches, creeks, streams, curb drains, storm drains, or the river violates federal law, state, and local regulations. Allowing sediment or chemicals to wash off a construction site is also a violation. If you have witnessed an act that you feel is in violation of the Countywide Stormwater Ordinance, anywhere within the Hendricks County border, please report the activity.

Hendricks County does not currently participate in the DLGF’s Gateway online submission. All sales disclosures must come into the Assessor’s Office Sales Disclosure area by walk-in, mail, or by electronic document filing through the SimpliFile system. When entered into our software, a SDF ID number is assigned and the SDF Date, then files are uploaded to the Gateway Sales Database approximately once a week. Always be sure to fill the form out completely, answer all questions, and please include any notes that will help us determine validity of the sale.

What is a Sales Disclosure Form and when is one needed?

A Sales Disclosure Form is required by the State of Indiana with property title transfers, if there is “valuable consideration”. If money is being exchanged for the property, then a Sales Disclosure is required. A Sales Disclosure is NOT required in the instance of “$1” or “$10” if no money is actually exchanged. These amounts are not considered valid amounts for sales disclosure purposes. If submitting a Deed without a Sales Disclosure, please be sure to note on the document why there is no Sales Disclosure. Example: “Father giving to daughter”, a post-it note works. If a Sales Disclosure is NOT needed, the Assessor’s office will NOT accept one just for applying for the homestead. Any situations outside of the above mentioned, does require a call to the Assessor’s office to ask if a Sales Disclosure is required or not.

    • It is a Federal Requirement for all children under the age of 6 years old to be tested for lead.
      • Children should receive a blood lead test between 9 and 13 months.
      • Children should receive another blood lead test between 21 and 27 months.
      • Any child between 28 and 72 months that does not have record of a blood lead test, must have a blood lead test performed.

    HIV, STD, Pregnancy Screenings

    The Hendricks County Health Department provides free HIV, STD, and pregnancy screenings by appointment, please call 317-745-9222 to schedule. Walk-ins are welcome (as staffing and time allows).

    This program provides:

    • HIV/STI testing
    • Hep C testing
    • Syphilis testing
    • Chlamydia testing
    • Gonorrhea testing
    • Pregnancy testing

    Safe Sharps Disposal 

    The Hendricks County Health Department offers a free Safe Sharps Disposal Program. The Health Department and Solid Waste Management District partner on this effort to safely collect used sharps and prevent the spread of communicable diseases, such as HIV and Hepatitis C, due to needle sticks. Hendricks County residents can come to the Health Department Nursing Clinic between 8:00 A.M. and 4:00 P.M., Monday through Friday, to pick up a free sharps container for their personal use. Full sharps containers can then be returned to the Health Department for disposal at no charge.
